The Board Members and Key Committee Members

The WPOA membership elects a volunteer board of no more than five property owners who discharge the duties to arrange and pay for the essential tasks and any other expense to conduct WPOA business.

Any Woodrock property owner is eligible to serve on the Board if elected by ballots distributed prior to, then counted at the yearly annual meeting of WPOA in late summer of each year. As a private, cooperative community all property owners are urged to take a turn serving on the board to share duties necessary to maintain Woodrock. This is a duty, not an honor, which requires time and effort without payment or reward to serve our common welfare.

Meetings are held quarterly at the home of individual board members. Meetings are open to all association members and each is strongly encouraged to attend. Meeting time and date will be posted on this website.

The Board manages the Association as a non-profit organization and is a licensed regulatory agency in Colorado.  The Board is governed by the Colorado Common Interest Ownership Act. and several Colorado Statutes.  These are listed on the Public Document page under Governing Documents.

Roads Committee

Composition of the Roads Committee:  Mike Miller is Chairman and Clint Whiting is Co-Chairman.  The roads committee consists of residents who volunteer to serve on the committee that maintains our single greatest community property, our roads and the equipment that keeps them in good shape. Our heavy equipment operators (and employees of the WPOA) Tom Snare and Francis K. Young (AKA Punkin) .  Snowplow Drivers: Paul Turley, Keith Miller, Clint Whiting, Terry Hoskins, Mike Miller, Mike Cosley, and Max Anderson.  Backup snowplow drivers are Kent and Lori Schleich.

Principal Duties of the Roads Committee: 
The roads committee has the duty to maintain the roads of Woodrock for two lanes of traffic for the resident’s vehicles. These roads include Woodrock Way from CR61 to the cul-de-sac at Kelly’s gate, and Homestead road from Woodrock Way to the end of the last platted lot of Woodrock. Centennial Way and private driveways are not included. There are some exceptions to this: Old Stoner Homestead road from the end of Woodrock to the old homestead house is maintained for one lane access to the fishing ponds and the old homestead.

Road Grading and Drainage Management:
WPOA owns a road grader which is operated and maintained by the roads committee. The committee delegates the operation and maintenance of the road grader and peripheral equipment to a professional operator. This operator, Tom Snare, is under annual contract to WPOA to operate and maintain the grader. This operator takes his direction solely from the Roads Committee Chairperson.

WPOA has the use of the Myrick family’s backhoe/frontend loader vehicle. In exchange for this use WPOA maintains this vehicle. This vehicle is operated and maintained by the professional operator, Tom Snare, under the direction of the Roads Committee Chairperson. This vehicle is principally used to maintain the Woodrock roads, ditches and culverts.

Snow Plowing

Snow Plowing Policy June 2024

The WPOA owns a Ford pickup truck equipped with a snowplow, which is operated and maintained by the roads committee. The roads committee delegates volunteer residents to operate the snowplow. It has been the committee’s practice to appoint one of the volunteer operators as the principal operator.  The principal operator also maintains the pickup snowplow, in consultation and cooperation of the roads committee. The operators submit a monthly accounting of their hours and expenditures for operation and maintenance of the snowplow and truck.

The Woodrock gate is maintained by Prutch's Garage and Gate.

Tom Snare & Francis Young are Woodrock employees.  They are on call in Winter to clear ice dams and buildups of slick, packed snow on the road.  In summer they grade roads and lay in culverts if needed.

Architectural Review Committee (ARC)

The purpose of the Architectural Committee is to look at and assess the suitability of building plans according to the Covenants and By-Laws of the Woodrock POA. The committee then makes recommendations to the Board, who makes the final decision on approval. If no approval/disapproval is given to the prospective homeowner within 30 days, the plans are considered approved. For anyone planning to build a home or planning a major improvement to their property, please contact  the Woodrock Board via email/mail or the Architectural Review Committee and that committee’s president will send you an Intent to Build letter which must be filled out and returned. (This document is also available as a download able PDF file on this website.) At that point the Property Owner and Contractor Agreement with WPOA and Woodrock Building Requirements letter will be sent (or can be downloaded) which must be filled out and returned to the ARC president. A copy of the house plans stamped approved by Teller County must be provided before any consideration is made. At that time the ARC will study them and make their recommendation to the Board, who makes the final decision. Please see links to these forms on the Documents button.

The Permanent Committee on Mitigation and Community Wildfire Protection Plan (Wildfire Committee)

The purpose of this committee is to draft the 2024 Community Wildfire Protection Plan (CWPP) and perform duties commensurate with wildfire prevention and educate the residents of Woodrock on wildfire evacuation procedures.  Responsible for obtaining annual FireWise Certification:  The 2025/2026 Certification can be found here

 

Teller County Ordinance on Open Fires (Ordinance #17) and amendments (Resolution on Amendments to the Open Fire Ban) guide use and define what an "Open Fore" is and the context of the term.  Daily fire restrictions are seasonal and fit the current situations and are for specific dates.  Two of the most important sources for Fire Restrictions are Tell County Resolutions and National Forest Service restrictions.  Examples are:

Teller County Open Burning Permit is required to burn fuels of large quantities or sizes.   This is not allowed within Woodrock but may happen in the surrounding vicinity on private lands.

The Welcoming Committee

New owners first contact once the closing happens.  They provide information and impart "local knowledge" as needed. The Welcoming Committee maintains the Woodrock Handbook.
